Valuation of Goods for Duty
The correct valuation of imported goods is fundamental when clearance through Customs is required. The primary document upon which Customs relies is the "Commercial Invoice" which must reflect all details of the transaction including the quantity, description and value of the goods. Any details of discounts or part payments must also be declared. Once the correct valuation has been determined, the appropriate rate of duty can be applied.

Papua New Guinea is signatory to the GATT Valuation Agreement (WTO Valuation Agreement) which provides guidance and support whenever there is any dispute on valuation matters. The current agreement allows for goods imported into Papua New Guinea be valued at the CIF (Cost, Insurance and Freight) level.

Industry Assistance
One of the IRC's prime objectives is to assist industry in Papua New Guinea. There are schemes available to local manufacturers that provide support and assistance to maintain and further develop their industries.
