Only persons or bodies
registered as tax agents may charge to prepare income tax returns and
transact business on behalf of taxpayers. Tax Agents are registered in five
categories and permitted to transact only those functions authorised for the
Class in which the Agent is registered.
Secrecy
Provisions
There are strict secrecy
provisions applying to taxpayer information. No officer of the Internal
Revenue Commission may divulge information about a taxpayer's affairs except
to the taxpayer himself or his authorised agent. There are few exceptions to
this rule.
