IRC Structure Rulings The Internal Revenue Commission is willing to give an opinion on the tax consequences of a proposed course of action but is bound to apply the tax laws as they stand at the time the transaction is carried out and in light of the actual circumstances of the transaction. The Internal Revenue Commission may advise on tariffs and other customs issues if requested by a prospective importer. However, no advance rulings can be given on customs issues.
